The Fire Prevention Office plays a pivotal role in overseeing various aspects of fire safety, including the regulation of fireworks activities. Through meticulous monitoring, the office ensures compliance with regulations governing the operation of fireworks lottery stands, verifying that only approved vendors sell "safe and sane" fireworks in designated areas. Additionally, the office diligently reviews fireworks citations issued by enforcement teams, assessing the effectiveness of enforcement measures and identifying areas for improvement. Moreover, the Fire Prevention Office prioritizes fire safety education and awareness campaigns, providing valuable resources and guidance to the community to mitigate fire risks associated with fireworks usage. By vigilantly supervising these critical components—fireworks lottery stands, citations, and fire safety—the office fosters a safer environment for all residents, promoting responsible firework practices and reducing the potential for fire-related incidents.


Fireworks Lottery Stands

The City of Salinas Fire Department will be accepting applications(PDF, 196KB) beginning February 1, 2024. Applications are available online at the Salinas Fire Department webpage and will also be available at the City’s Permit Center, located at 65 West Alisal Street, Salinas, CA 93901. Completed applications must be received by 4:00 PM on Thursday, February 29, 2024. A non-refundable application fee of $225.23 must accompany each application


Lottery Drawing will be held at 1:00pm on Thursday, March 14th at the Rotunda (200 Lincoln Ave).

Nonprofit organizations such as schools or school organizations or a duly organized nonprofit, tax exempt charitable, religious, civic, patriotic, or community service association, organization or corporation which have met all the criteria continuously for a minimum period of one year immediately preceding the filing of an application for a permit to display for sale or to sell safe and sane fireworks are eligible.

Per California State law, only fireworks certified as "safe and sane" by the State Fire Marshal's Office are permitted for sale and use in designated areas. These approved fireworks can only be sold from standalone fireworks booths.

 


Drone Program During 4th of July 

Summary: The implementation of the drone program within the Salinas Fire Department has significantly enhanced our capabilities, particularly concerning fireworks-related incidents. Drones offer a bird's-eye view, allowing us to monitor firework displays and detect any instances of illegal activity swiftly and efficiently. This aerial perspective provides crucial insights into crowd dynamics, fire spread patterns, and potential hazards, enabling us to respond effectively to emergencies. Moreover, drones equipped with thermal imaging technology can detect heat signatures, aiding in the identification of hidden fires or hotspots amidst firework debris. By integrating drones into our operations, we've elevated our ability to ensure public safety during firework events, minimizing risks and enhancing overall situational awareness for our firefighters and the community.

2023 Fireworks Operations: During the recent firework patrol operation, SFD deployed a team of six skilled drone pilots equipped with a fleet of drones to monitor the 4th of July night. This strategic deployment allowed members to cover a wide area efficiently, ensuring comprehensive surveillance of firework activities. Through diligent monitoring, the team successfully identified multiple instances of illegal firework usage, resulting in the issuance of citations totaling an impressive $84,000.

Citations

Note: All fireworks citations are issued based on eyewitness or photo/video evidence, taken by an a resident, police officer, or enforcement officer of the Fireworks Task Force.

"Enforcement officer" shall mean any city employee, agent of the city, or law enforcement officer with the authority to enforce any provision of this Code. Whenever an enforcement officer charged with the enforcement of any provision of this Code determines that a violation has occurred, the enforcement officer shall have the authority to issue an administrative citation to any person responsible for the violation.


Appeal Process 

Fill out the Administrative Citation Hearing Request Form(PDF, 185KB)  

Deposit a check with the citation penalty amount. 

All documents must be submitted to the Fire Prevention within the 30 days of citation issuance. 

Documents can be accepted in-person, via mail, or email. 

Note: Appeal process subject to change – dependent on City of Salinas’ regulations/ordinances.

Prevent Fires & Injuries Caused by Illegal Fireworks!

Fireworks are illegal in certain areas of California because each year serious injuries and millions of dollars in property loss occur from wildfires sparked by fireworks. Large grass crops and dry vegetation increase the threat for devastating fires throughout all of California. 


Know the Law

  • California has zero tolerance for the sale and use of illegal fireworks. Illegal fireworks include:
    • Sky rockets
    • Bottle rockets
    • Roman candles
    • Aerial shells
    • Firecrackers
    • Other fireworks that explode, go into the air, or move on the ground in an uncontrollable manner
  • It is illegal to sell, transport, or use fireworks that do not carry the “Safe and Sane” seal, as well as possess or use fireworks in a community where they are not permitted.

Fireworks Safety Tips:

  • Use only State Fire Marshal approved fireworks
  • Local ordinances should be verified before purchasing and/or using fireworks
  • Always read directions
  • Always have an adult present
  • Only use fireworks outdoors
  • Never use fireworks near dry grass or other flammable materials
  • Light one firework at a time
  • Have a bucket of water and a hose nearby
    • During this drought it is recommended you use a bucket of gray/reused water to submerse your firework after its used to fully extinguish it.

Fireworks Injury Prevention Safety Tips:

  • Never place any part of your body directly over a fireworks device when lighting the fuse
  • Back up several feet immediately after lighting fireworks
  • Never point or throw fireworks at another person
  • Never experiment with fireworks
  • Never attempt to re-light or “fix” fireworks
  • Do not wear loose fitting clothing while lighting fireworks
  • Never carry fireworks in your pockets
  • Fireworks are not toys
